President Obama commutes sentence of 22, two from QCA

WASHINGTON, D.C. – A prisoner from East Moline and one from Davenport will soon be free as President Barack Obama granted commutations of their sentences along with 20 others.

Terry Andre Barnes of East Moline was arrested on a cocaine charge, conspiracy to distribute cocaine base, and sentenced to 246 months in prison and 10 years of supervised release on July 25, 2005. His commutation grant will end his prison sentence on July 28, 2015.

Luis Razo of Davenport was arrested on a cocaine charge, conspiracy to distribute cocaine, and sentenced to 240 months in prison and 10 years of supervised release on January 3, 2003. His commutation grant will have his imprisonment expire on July 28, 2015.
